The EGU was formed, largely in response to lobbying by the Lancashire Union. Geoffrey Tweedale was elected Treasurer, and was a member of the group tasked with drafting the EGU constitution.
The formation of the EGU however was not met with universal approval, as many counties and clubs felt it would undermine the authority of the R&A. There were subsequent disputes, mainly over the EGU's edicts on handicapping, and some counties simply refused to adopt the Standard Scratch Scores allocated to their clubs. The discontent lasted up to the outbreak of WW2.
